The goal of IDEA, accommodating each disabled child's unique needs, is what makes it work. Its regulations are focused on results. School districts can't simply offer one merely adequate program for all disabled students. Instead, they must take an active role, together with the disabled child's parents, to establish an education program for that disabled child's specific needs and goals. This is accomplished with the parents and child through:

  • Structured meetings involving regular-ed and special-ed teachers (at least on a yearly basis)

  • "Child find” efforts to place students in appropriate schools or other education-based facilities

  • A written plan called an Individualized Educational Program (IEP) for each child

  • Ongoing evaluation and revision to the IEP
